From what I can tell, "talking to our enemies" as in our engagement with the "Sunni Awakening," has been more responsible for the lessening of hostilities than the Surge per se, but now that the Surge Is Over, (via) there doesn't seem to be nearly as much talk about an Iraqi Civil War as there was a couple of years ago -- if at all.
Although it seems the political situation is really no better than before, with violence down and the American death toll well below what we were facing pre-surge, can we give the Bushies credit for averting a civil war, or just prolonging the inevitable?
Or did they just kick the can down the road so the next administration will be blamed for any catastrophe?
